Northside CPOP Team

 

The Northside CPOP Team worked on the problem of Drug dealing, Disorderly youth, Prostitution, Citizen intimidation, Graffiti, Abandoned building, Absentee landlords, as well as Business owners enabling disorder and criminal activity on property in the area of Lakeman, Witler, & Hanfield.  This team strengthened partnerships with Cincinnati Department of Buildings and Inspections, City Prosecutor’s

Office, Assistant City Solicitor (Terry Cosgrove), Northside’s Citizens on Patrol, Block watch 45223, members of Northside community Council, CAIN (Churches Active in Northside), property and business owners, and other concerned citizens to assemble a team that gathered crime data and civil records, talked to police, city officials, residents of the area, and spent many hours observing the situation first hand.  They provided a strong presence and sense of community ownership and interest by encouraging neighbors to sit out in this area, coordinating w/ Northside Citizens on Patrol to conduct routine walking patrols in this area to report their observations back to the CPD and CPOP team.  Some members also purchased property in targeted zone where criminal activity is occurring to be transformed into something positive, one being the Northside Community Garden.  In addition, the team compiled list of all condemned and abandoned buildings in these areas for the City to boarded up and tear down when deemed necessary and financially feasible.  They also identified and notified all “problem landlords” in area, in writing and in person in an effort to get them to take responsibility for the condition of their property and what occurs there of a criminal or disruptive nature.

The Bond Hill CPOP Team worked on the problems of:

Open air drug dealing,  Graffiti, G-ambling, and Loitering in the

areas of California Ave and Reading Rd as well as California

Ave and Oakdale Ave.  Citizens reported that some engaged in

activities in this area would at times show that they were armed,

sending an intimidating message that the drug dealers effectively

“own” these streets.  This team partnered with the Bond Hill

Business Association, CPD, CPPC, and residents to develop a “Sit Out Against Drugs and Violence” modeled after best practice in Philadelphia – held from June to October 2006.  The Bond Hill CPOP Team also introduced an outdoor produce market at corner of California Ave and Reading Rd – which became neighborhood gathering place.  Both efforts resulted in a disruption and reduction of illegal open air drug activity at these corners.  Residents and business owners have reported feeling safer walking through the community because of the efforts of this team!

The Carthage CPOP Team worked on the problems of: Gun shots fired, Excessive noise, Disorderly youth obstructing sidewalk, Public drunkenness, Prostitution, and Trespassing on private property on corner of 68th / Vine St.  This team worked w/ CPPC, Carthage Community Council, and Carthage Recreation Center to get message out about idea of occupying this hot spot.  They established a positive presence of this area w their “Community Hangout,” or “Outdoor civic Meeting” starting in April of 2006.  They also met with a market owned by Guatemalans where much of this criminal activity was occurring, who adopted his market as a site for one of the Hangout spots.  This effort drew up to 30 people at a time, which deterred criminal activity.  CPD, business owners, residents / stakeholders, clergy, church-goers were all a part of this effort.  This team also worked w/ CPPC and City Prosecutor’s office to identify and engage landlords in the area who are not responsible stewards of their property, which is an ongoing effort that will culminate in community landlord training on rights and legal responsibilities of property owners conducted by CPD’s Street Corner Unit.
